Chocolate is a 1 1/2 yr old pomeranian that was living chained outside with nothing but a wire crate for shelter.  When the owners were offered a doghouse for him, they agreed to surrender him instead. 
Chocolate is now in a warm and loving foster home and appears to be in good condition.  He will be visitng the vet this week to complete vetting.
