Trudy Parnell is the foster who found her and is keeping her. She and her husband paid for her vetting through PCC and then decided they could not part with her. She has been living in their neighborhood over a year(on the streets) everyone thinking she belonged to someone else. Trudy is also fostering Bitsy. She is an awesome foster. |
